Land Use
It is natural for land uses to change or evolve over time. This is true for rural areas as well as for particular properties or city neighborhoods.
Rural areas may become residential or may be converted into industrial or commercial sites. Residential areas and properties occasionally evolve from single family dwellings to multi-family dwellings.
Current and future land usage is documented as part of the process of developing and maintaining the Comprehensive Plan.
Comprehen sive Plan
The City’s Comprehensive Plan serves as the chief means of regulating the changes in land use. Missouri State Statutes empower the city government to exercise control over land uses within the city limits with such a plan (see §§ 89.300-89.490, RSMo Cum. Supp. 1999) and authorize the creation of Planning and Zoning Commissions as the administrative and review body.
Land use categories outlined and authorized in the Comprehensive Plan are somewhat broader and more general than the specific zoning district designations used for the Zoning Ordinance.
The Planning Division staff work to identify and document land use changes and coordinate the features and stipulations of the Comprehensive Plan with the City’s Zoning ordinance and Zoning Atlas. Amendments to the Comprehensive Plan are made periodically as required by development, usage or zoning changes. The following copy of the 1996 Update to the Comprehensive Plan is provided for general information but does not reflect subsequent plan amendments.
