Water Quality

Program Summary: In March 2003, Phase II of the National Pollution Discharge Elimination System (NPDES) of the federal Clean Water Act went into effect. Phase II brought about the requirement for all communities with greater than 10,000 people to develop a permitted program to address stormwater quality. This permit is called a Municipal Separate Storm Sewer (MS4) permit referencing the fact that the City's sanitary sewers are separate from the storm sewers (don't run in the same pipes and stormwater is not treated along with the sanitary sewage).

The permit requires the City to have a program to address six areas of water quality management called minimum control measures.
