Discharge to sanitary sewer is governed by City Code Sec. 29-89.
Sec. 29-89. Generally.
A. It shall be unlawful for any person to place, deposit, cause, or permit to be deposited in any unsanitary
manner upon public or private property within the city or in any area under the jurisdiction of the city, any human or
animal excrement, garbage, or other objectionable waste.
B. No person shall discharge stormwater, surface water, groundwater, roof runoff, subsurface drainage,
cooling water to the POTW. Any connection, drain, or arrangement which will permit any such waters to enter the
POTW shall be deemed to be a violation of this article. Stormwater and all other unpolluted waters shall be discharged
to storm sewers or waters of the state.
C. It shall be unlawful for any person:
1. To cause pollution of any waters of the state or to place or cause or permit to be placed any
water contaminant in a location where it is reasonably certain to cause pollution of any
waters of the state;
2. To discharge any water contaminants into any waters of the state which reduce the quality
of such waters below the water quality standards established by this chapter.
3. To violate any pretreatment and toxic material control regulations, or to discharge any water contaminants into the waters of the state which exceed effluent regulations or permit
provisions.
4. To discharge any radiological, chemical or biological warfare agent or high-level
radioactive waste into the waters of the state.
