Q: What is a Capital Area Metropolitan Planning Organization (CAMPO)?

A: A regional planning organization composed of local governments responsible for transportation planning and approval of federal transportation funding for an urbanized area or contiguous, urbanized areas.  Members of the CAMPO include Callaway and Cole Counties, the municipalities of Jefferson City, Holts Summit, Lake Mykee, and St. Martins, the Missouri Department of Transportation, Federal Highway Administration and Federal Transit Administration.


Q: What are the primary or core functions of the CAMPO?

A: The CAMPO, as a policy body has five “core” functions:

Establish a setting: Establish and manage a fair and impartial setting for effective regional decision-making in the metropolitan area.


Evaluate alternatives: Evaluate transportation alternatives, scaled to the size and complexity of the region, to the nature of its transportation issues, and to the realistically available options.


Maintain a long-range transportation plan: Develop and update a long-range transportation plan for the metropolitan area covering a planning horizon of at least twenty years that fosters (1) mobility and access for people and goods, (2) efficient system performance and preservation, and (3) quality of life.


Develop a transportation improvement program: Develop a program based on the long-range transportation plan and designed to serve the area’s goals, using spending, regulating, operating, management, and financial tools.


Involve the public: Involve the general public and all the significantly affected sub-groups in the four essential functions listed above.


Q: What plans are developed by the CAMPO?

A: The CAMPO develops a Metropolitan (Long Range) Transportation Plan that covers at least a 20 year time period, a Transportation Improvement Program that details transportation improvements for the next four years, and a Unified Planning Work Program detailing the programs and projects that the CAMPO will undertake for the year, along with the budget for the CAMPO.  The CAMPO also participates in and assists with local and regional transportation planning and studies for State and local governments.


Q: Are CAMPO meetings open to the public?

A: Yes. Two committees make up the CAMPO, the Technical Committee and the Board of Directors.  Each committee has published meeting dates and are open to the public. For scheduled meeting dates, location and times, refer to the CAMPO website.


Q: What are the estimated populations in the municipalities that make up the CAMPO?

A: The U.S. Census Bureau estimates the population of the municipalities that make up CAMPO as of July 1, 2006 to be 43, 865.  The balance of the CAMPO population is located in unincorporated areas.  Broken down by municipality the populations are:

St. Martins city - 1,077
